If the suspension is over the limit, it becomes a change of placement. This is because expelling a student with disabilities would result in a placement change and the procedural safeguards of the IDEA would automatically be triggered. Not all courts agree with this interpretation., Discplinary Procedures and Safeguards Provided Educational Services Educational services must be provided after the tenth cummulative day of removal.
