For objectives to help to settle arguments over goals, they must be stated in a fairly specific manner, but not too rigid. 

A key issue for objectives is the range of the plan, i.e. how far into the future should be go? The planner is encouraged to be imaginative and speculative, using scenarios to keep the distant future alive. Ideal planning could be considered to be such a scenario, be it of a more indefinite type.
