Planning needs to be as precise, accurate, and general possible in its description of the implementing organization.
- precise, because if its estimates are not then all its estimates may be intolerably vague.
- accurate, because if not, the plan will managers to do the wrong things.
- general, because if not, plans only work in a specific context and time, a fatal flaw in many plans (TSA 161).
